During the period of slavery in the New World, both the labor power and the corporeal bodies of enslaved workers were considered commodities for sale in the labor markets of the world economy. How then does one define the mechanism by which labor power is transformed into capital? Wallerstein (1979:17, 216-217) addressed this question by arguing that from the perspective of the slave masters, enslaved laborers were indeed paid a wage based on the amount paid for purchasing (or cost of raising) the individual, the cost of care during youth and old age, and the cost of "policing him [sic]" (Wallerstein, 1979:217).

One of the early, and still compelling, arguments to emerge from the Annapolis project stated that in the late eighteenth century, the so-called Georgian elites manipulated their landscapes to reflect their control over both the natural and social orders; by the late 181h century, Annapolitan elites believed that their society- complete with its systems of inequality- was a naturally occurring phenomenon (Leone, 1988a). People like William Paca used created garden layouts as representations of how well they understood the laws of perspective.

The ability of one group of capitalist elites or another to push their specific interests can result in a reformulated capitalism that privileges one sector of the economy over another. Historically, such manipulations involve the struggle for the controlor at least the cooperation or complacency- of the state apparatus that in turn influences the configuration of social relations. To successfully manipulate a given configuration of the capitalist mode of production to maximize profit and wealth accumulation, the elites in question must legitimate and naturalize the changes in social structure that they desire.
