A better distinction would be between a prohibition ( prohibitio), which forbids discussion or dissemination of an idea, regardless of its truth or falsity, and a condemnation (condemnatio or reprobatio), which declares an idea to be false and therefore beyond discussion or dissemination. But even here the actual usage of terms was not always consistent. When Archbishop Kilwardby issued his condemnation of thirty propositions, he used the term ‘condemnatio’, but later said that he was only forbidding discussion of the propositions at Oxford, not condemning them as heretical.
